This article analyses the changes in higher education and research in Poland, focusing on the reforms that followed the change of regime in 1989, those implemented by the liberal majorities and then by the conservative Law and Justice party (PiS). On the one hand, it examines the conditions under which the instruments for pitting researchers and laboratories against each other came into being and were institutionalised. Secondly, it re-examines the weight of political games in the orientation of higher education policies. While the context of systemic change and accession to the EU has increased openness to international comparison and the imperative of competitiveness, the position of Conservative governments (2015-2023) remains ambiguous. The renewal of bibliometric evaluation instruments is only gradually revealing the reactionary ideological enterprise.
