The evolution of French policy on the internationalisation of higher education, both in situ and internationally, is indicative of the profound changes taking place in the global higher education market. Competition between countries has intensified, giving rise to new international certification standards and increasing financialisation of training. The global higher education landscape has also undergone considerable reconfiguration, with the old Western centres of education being joined by new centres in emerging countries. The political will to gain a share of this educational market has also given rise to the outsourcing of Western university institutions to countries in the South. This article highlights two major consequences of these processes: on the one hand, a transformation of the perimeters of the global higher education market, and on the other, increased reproduction of elites.
