Analysing educational controversies as social processes requires us to consider both their direct effects and unrealized alternatives, as well as their institutional and political contexts. The case study of the controversies surrounding Catholic religious instruction in state schools in Italy, between 1974 and 1984, illustrates how groups and experts put forward reform proposals, confront them and win political allies. The failure of these various projects to modernise, deconfessionalise and abolish compulsory religious instruction shows the central role of collective action in translating these projects into the political arena, and the weight of the phases in which pedagogical expertise was put to use in the face of competition from religious law. Religious culture«, formalised by the revision of the Concordat between the Italian Republic and the Holy See in 1984, symbolises both the justification for maintaining the status quo and the effects of these conflicts.
