Provisional title of thesis: "The socio-political trajectories of the descendants of Harkis put to the test by public action".
Summary:
Taking as its subject the descendants of Harkis in their relations with the State, this thesis studies the government of a minority group and its feedback effects. Based on a survey of archives and of civil servants who have worked on the Harki issue since the 1980s, the first aim is to understand how, over the course of various public policies, the descendants of the Harkis have become specific targets of public action. Initially targeted by so-called socio-professional integration policies, from the 2000s onwards they became the subject of a remembrance policy, before being affected by financial reparation measures aimed at compensating for the harm suffered in the camps and forestry hamlets. As part of this socio-history of the 'harki problem', the core of the thesis sheds light on the contemporary handling of the issue of harki descendants by an administration, the Office national des Anciens combattants et des victimes de guerre (ONAC-VG), which from the mid-2010s has been responsible for implementing a social, commemorative and remembrance policy for harkis and their descendants. Based on a field survey of ONAC-VG staff and the children of Harkis, this thesis looks at the production of these policies and the various ways in which they are appropriated by the descendants of Harkis, as part of their socio-political trajectories.
