As part of Axis 4, Jérôme Duboisprofessor of urban planning and development at the Faculty of Law and Political Science at Aix Marseille University and director of the Laboratoire Interdisciplinaire En Urbanisme (LIEU), will be presenting his work Renewable energies in France - Analysis of an impeded planning process (2024, Quae).
Jérôme Dubois also works as a local councillor and as a consultant, supporting local authorities in their renewable energy development policies, both in terms of planning and setting up operations.

Book summary:
How are renewable energies being deployed in France today, with what constraints and with what results? National and European legislation sets ambitious targets for achieving carbon neutrality by 2050. However, it is up to local authorities, private operators, investors and landowners to build the facilities. While the development of renewable energy depends on a multiplicity of local projects bringing together coalitions of players with their own specific trajectories, is it really possible to plan the energy trajectory of a country like France?
The book has a strong operational dimension. It adopts the point of view of local and regional authorities faced with these new challenges, and also takes care to integrate into the debate the logic of State control as well as the financial and technical logic of operators.
It is aimed at urban planners and developers, both public and private, as well as local authority managers in charge of transition issues. It will also be of interest to all those involved in projects, from major industrialists to local associations, who need to find their way through the maze of procedures and territorial controversies. More broadly, by examining the gap between reality and the trajectories put forward by public policy, it will be of interest to anyone concerned by the energy transition.
