On the one hand, it examines the conditions under which the instruments for pitting researchers and laboratories against each other came into being and were institutionalised. Secondly, it re-examines the weight of political games in the orientation of higher education policies. While the context of systemic change and accession to the EU has increased openness to international comparison and the imperative of competitiveness, the position of Conservative governments (2015-2023) remains ambiguous.
