L\u2019ouvrage adopte une d\u00e9marche historique et comparative, s\u2019appuyant sur les nombreuses monographies d\u00e9velopp\u00e9es au sein des community power studies. Les deux auteurs, marquant leur diff\u00e9rence avec l\u2019\u00c9cole de Chicago d\u2019une part, la lecture marxiste de la ville d\u2019autre part, prennent au s\u00e9rieux la production de l\u2019espace urbain, dont ils montrent la tension entre valeur d\u2019usage et valeur d\u2019\u00e9change et le caract\u00e8re illusoire d\u2019un \u00ab&nbsp;march\u00e9&nbsp;\u00bb foncier qui existerait ind\u00e9pendamment de l\u2019action publique.&nbsp;<br>Dans la lign\u00e9e des th\u00e9ories \u00e9litistes du gouvernement urbain, ils th\u00e9orisent la ville comme une \u00ab&nbsp;machine de croissance&nbsp;\u00bb (growth machine), o\u00f9 les notables locaux, les \u00e9lites politiques et une floraison d\u2019entreprises ancr\u00e9es dans le territoire, s\u2019allient pour stimuler la croissance dont les auteurs montrent qu\u2019elle n\u2019est pourtant pas toujours la panac\u00e9e, ni pour les citadins ni pour les finances locales.
